Question about using bing translator in China

hi all， i am a developer in China, i want to use bing translator in my app. but i can not find region CHINA in your service. Is this service not avilable in China?

can i register a United States id for using?

but it shows that it need a VISA Card located in United States to pay the service if i register a United States id.

any one who can tell me how to fix this problem???
