Where do I post feedback to MSFT for IME on Win8/10

from my research is reproducible on both win8 and 10 and relates to the way that the virtual keys are mapped to the physical keyboard (which in principle can be a US Qwerty 101)

Can you direct me to the appropriate connect or MSDN forum please where I can raise an issue ticket?
